That is most certainly is. However, in order to get the most value from it, you also have to open yourself up to losing your artifacts next turn (unless you jump into a circle of Wraithlings or weakened minions that will die to 2 damage). As for the cost, I’d say 7 or 8 is good, but which is more fair could probably only be determined through testing. And I have a suggestion for wording/effect:
When you equip this artifact, you may teleport your General to any open space.
After your General teleports and at the beginning of your turn, steal 2 Health from all nearby enemies.
This way it should definitely cost 8, but it would create a new Teleportation deck archetype. If you don’t want that, then the wording would probably be better as:
When you equip this artifact, you may teleport your General to any open space.
After this teleports your General and at the beginning of your turn, steal 2 Health from all nearby enemies.
