You can play Dagona without anything to devour as Opening Gambits are skippable.

I appreciate trying to spread helpful information, but in this case you are wrong.
Now that requires some sort of explanation on the card itself. Else, some players might think you can just play it without triggering opening gambit like most OG minions.
I agree completely, unfortunately the design team doesn’t seem to share your sentiment and think it’s wording is clear or acceptable as is so I’d take it up with them.
Can it also devour friendly minions? If so then it could be used to resummon a dispelled units albeit expensive.

What he means if that there are no cards (or very few ones) which cannot be played if the condition for their OG is not fulfilled. For instance, you can play Healing Mystic without healing or Maw without damaging any minion.
Here, you are not skipping the OG: you cannot play the card if you cannot trigger the OG, which is inconsistent with most of the cards.
Not true, you can play Hearth Sister alone on the board, it’s the same Opening Gambit.
EDIT: okay saw the rest of the replies now… If it really isn’t this way that’s EXTREMELY unclear.
In general Duelyst does not take their ability explanations that literal, and it has other unclear stuff, but this one is really really really unclear, it’s bad practice imho to just leave it like this and think it’s clear to players.

Normally you’d have a requirement/cost be something different than an effect when something comes into play.
They’re two different things, should have a different keyword.
