It’s definitely got strategy, that’s in the deck-building.
Do not confuse strategy with predictability, thát would be boring, and it would be shitting on the brilliant strategies of Napoleon etc. throughout history where also surprises happened, because the best laid plans, once the battle starts, can just totally go in a different direction.
That’s not to say there wasn’t strategy involved in the joining of forces. At all. Heck, it’s what the word is best known for I guess.
Strategy is precisely what you do when you cannot 100% calculate/predict the outcome in order to maximize the probability that the outcome is favorable. If you could calculate it through it would be boring, annoying, never surprising, etc.
So, I think you’re using the word ‘strategic’ wrong.
Maybe you meant to say ‘predictable’?
