So I took some damage (replacing Dreamgazer), equipped Arclyte Regalia (good ol’ Titan) and then hit the opposing general. I was surprised to take two damage and a charge to all my artifacts. So when Arclyte Regalia says “the first time your general takes damage each turn,” it really means it.
Compare playing spell - manaforger - spell - I’m 99% sure the second spell would be discounted.

Indeed cards like Manaforger and Golem Metallurgist only count the cards that are played after themselves. Interesting stuff!
I always thought that was kind of weird as well. Well, it makes Metallurgist stronger, so no complaints from me!
Would you mind sharing the replay of this? I have been using a Lyonar deck that runs three Arclyte Regalias for the past four seasons and for me the interactions has always been the way that it only starts counting damage after you have equipped it.
Edit: Just had the situation come up. On my six Mana turn, I play Tempest and follow it up with a Regalia. Afterwards I attack the enemy General. I take no damage. So it’s still working as stated. Regalia only starts counting damage after it was equipped.
Did some testing in the sandbox and had the same results as you @nickDigger. A replay is probably necessary

Well you said something about artifacts (plural) in your first post. So
you had two regalias equipped? One before you replaced Dreamgazer, one
afterwards? Replay link is probably the easiest way to solve this.
No, the ‘full set’ from Titan. Now I’m wondering whether I replaced dreamgazer after dropping Titan - but I was sure it was before. Will check.
Well I once replaced Dreamgazer after having the full set and was very
confused why my Regalia didn’t protect me when I hit the general Took
me a moment to realize why.
