I should be on a winning streak(3+ wins in a row) in Diamond ranking. I did not receive the +1 orb after my 3rd or 4th wins in a row.

It is intended, in order to make S-Rank target harder.
Welcome to Diamond. This (and the increased number of chevrons per rank, player skill, matchmaking etc) is why it’s so much more difficult to climb to S than to Diamond. Really just time consuming, but you have to prove you’re worthy somehow.
Yeah its suppose to be like that. Its kinda like where the real climb starts because you can’t rely on win streaks to get carried up the ladder from there onwards, like Rank 5 is for Hearthstone. Since in theory you could get a net gain of 1 chevron with a 50% win rate over every 6 games with the win streak system, if you happen to win the 3 games in a row each time and play enough to go up the ranks like that.
I guess this means it’s your first time reaching Diamond Division. So first off, congratulations!
And no, this is NOT a bug. Win streak bonuses aren’t given out to Diamond and S-Rank players. It makes reaching S-Rank significantly harder than reaching Diamond, but if you can get there, it will feel that much more rewarding when you do.

The idea of a ladder is that you rise and fall until you reach the “correct” level for you where you’re fighting people of equal skill. Once you’re fighting people of equal skill your win rate will be 50% and you’ll stop rising or falling.
If someone - for example, an S-rank player who’s taken a few months off - finds themselves in a low bracket, they’re going to stomp all over everything. That’s not fun for the S-rank player, but even less fun for the ones being stomped on.
So, if your rank is very much below where it should be, for the sake of everyone you need to be got back to your proper rank as soon as possible. The way the game can pick up you being below where you should be is if you have a win rate much higher than 50% - which results in win streaks, and so if you’re winning too much, it accelerates your progress faster, to get you back up to where you should be.
By the time you hit diamond or S, it’s fairly safe to assume that everyone’s towards the upper brackets of total deck effectiveness (tactical skill + card collection size + deck building & metagaming nouse), so there aren’t any newbies who need to be protected from the stomping, and also there isn’t anywhere to promote you to, so there’s no need to give away extra stars to accelerate your progress.
