Metas work like that with pick and winrate, that’s how metas work, even open metas fall pray to this.
-Top player picks deck and does well with it.
-Other top players and some non-top players pick it and win with it.
-More wins so weaker players start flooding in and some top players.

And we can’t tell based off of data alone. While ToTG wasn’t the greatest meta in hindsight it was great even if you didn’t particularly like Mid Shadow or Ramp Dragon as there where lots of other viable options.
After the Blood nerfs WD had an amazingly open meta but with lots of Mid Shadow. Then it transitioned into another open meta with Neutral Rune instead of Mid Shadow taking the most spots.
Chronogenesis was always fairly open with Atome and Sword taking the top places at the start then moving to a more open meta.
Those are throughout the expansions I played in and from what I have seen the others are like that.
There is also an inherent problem with your judgement, you base that off of data alone, even though that data is only recent data as it was 45% winrate is what a top deck would peak at 4/5 times and also data doesn’t equate to liking or disliking as that is a personal thing.
