I’d say it’s, too situational but, it fits Starhorn. In a way.

Your art is so amazing. Also, I’d just make it unable to attack instead of rendering it unable to move as well. Magmar already has so few mobility options 
It’s a cool concept, but perhaps just dealing damage to the enemy general is better. The RNG on this card, as it is right now, is pretty high. Would induce much more salt than Knife Juggler ever did.
So this minion can deal 2 damage at the end of every turn and then an extra 4 whenever Starhorn casts BBS? No thank you sir. Randomness is far better than facemonkey Magmar buffs.
Make it 1 damage per draw, then, and maybe change its cost a bit. I wasn’t concerned with its balance, but more with the RNG aspect.
I feel like this deck will usually have less cards than their opponent during their own turn because they use up their cards while the opponent draws even after they have drawn during their turn. All you have to do to make flarehorn beast attack and move is use up your hand.
Still fairly OP.
I’d go for something like same stats but with ‘Whenever your opponent draws a card, deal 1 damage to the opponent general’.
Straightforward risk and reward for everyone.
Make it cost 4 and I’d stop calling OPness on this one :>

Okay I have a crazy idea, so just follow me with this one
So imagine this, a spell, we can make is cost like 2 mana, common
Its effect would be "Dispell a space. Deal 2 damage to any minion or general standing on that space"
It can probably be called Mana Burn or something like that.

Personally, I think changes to existing Magmar cards would help Magmar more. But Starhorn was jipped with the “support” from Shimzar, so cards with similar effects suggested above would be good.
