kk, here we go, the answer is…MIRAGE MASTER!!!

The first part says let us see who is the true master and then is mentions either powers of reknown implying very strong or powers of little meaning very weak. Mirage master copies a minion so if the minion it copies is weak, then it will also be weak and vice versa.

The second part talks about dreams and nightmares which is an allusion to the fact that this minion is a mirage. In this riddle if you are sluggish, it usually means you are very powerful because of how big you are and how large your mana cost. This would be a nightmare because then mirage master can copy that minion. On the other hand weak minions tend to be small and therefore swift meaning no sweat if he copies that minion as it is weak.

Ironcliffe Monument?

Edit: Reasoning.
A monument can be seen as a kind of relic.
The references to patiently waiting make me think of a Build minion.
It transforms minions into Ironcliffe Guardians, “unmaking” them and recreating them as something stronger.
The name is reminiscent of mountains.
